On January 9, Pu Xiaobo, the Deputy Secretary of the Company's Party Committee, presided over the 2016 business operation conference with the participation of 179 management personnel. He Yuping, the General Manager of the Company, gave a work report (hereinafter referred to as the “Report”) entitled “Adhere to a core, pay close attention to the three major sectors and five key points, and strive to get rid of the difficulties and seek to the survival and development of the company". Xiong Chaoyang, the Vice Chairman and Financial Director of the Company, put forward specific requirements for the cost control work in 2016. Huang Gege, the Secretary of the Company's Party Committee, made a mobilization speech. Ma Shichun, the Chairman of the Company, attended the conference. 


According to preliminary statistics, in 2015, the Company produced 4,821,000 tires and sold 4,904,400 tires including 2,142,500 exported, which was basically the same as in 2014, accounting for more than 43% of the total sales of the Company. The completion of the above operational indicators was far from the target set at the beginning of the year.


After a brief review of the Company's production and operation in 2015, when analyzing the operating environment in 2016 in the Report, He Yuping pointed out that: From the perspective of the overall macroeconomic development trend, we still faced many difficulties and challenges in 2016. From the competitive situation of the tire industry, the business situation was very severe in 2016. For our company, 2016 might be the most difficult year since the financial crisis. "If there is a difficulty, there must be a hope. If there are challenges, there must be opportunities." In the Report, He Yuping pointed out that the development opportunity of Guizhou Tyre: 2016 was the first year of the 13th Five-Year Plan. The new round of state-owned enterprise reform and the "Made in China 2025" would also bring new vitality to the traditional manufacturing industry and new development opportunities. If we could get through this difficult situation, completely resolve the current development problems of the Company in 2016, promote the transformation of the Company from "production-oriented manufacturing enterprise" to "market-oriented product and service provider", and remove all the difficulties hindering the survival, we would usher in a new development opportunity.


In the "Report", He Yuping pointed out the problems in "quality, cost and, sales & delivery" that affected the competitiveness improvement of the Company, and then put forward the guidelines for the business management of the Company in 2016:


To center around the market sales volume and persevere in doing a good job in three major market supporting sectors, i.e., quality, cost and production & shipping, highlight five important key projects including the level improvement of Rubber Mixing Branch, the practical implementation of the functions of quality cost center of OTR Radial Tire Branch, and high rejection & compensation rate of full-steel tires; accelerate technological innovation and management innovation and adopt precise scheduling and lean operation to ensure the profit of the main business and the safety of the capital china, promote the Company to get out of the predicament and enter the rising channel, and strive to achieve the transformation, upgrading and secondary development o the Company.


2016 business objectives: Production target: 6,158,200 covers and 60,000 rubber air springs; sales target: 6,170,500 new tires and 60,000 rubber air springs; sales revenue target: RMB 4.842 billion; capital recovery target: RMB 5.406 billion.


The Report also set specific targets for cost control, product quality control and energy consumption control in 2016, and also set the safety targets, including but not limited, eliminate death, fire, explosion and major equipment incidents, and reduce serious and minor injuries compared to 2015.


The Report proposed five countermeasures for the business objectives in 2016: I. to closely center around the market sales volume, innovate marketing models and methods, adjust, optimize and develop domestic and international markets to ensure the completion of sales targets, and provide a strong support for the realization of scale effects; II. to continue to do a good job in three major market supporting sectors, i.e., quality, cost and production & shipping to comprehensively improve product competitiveness and production & logistics level and provide strong support for the market; III. to highlight five important key projects including the level improvement of Rubber Mixing Branch, the practical implementation of the functions of quality cost center of OTR Radial Tire Branch, and high rejection & compensation rate of full-steel tires to provide a solid foundation for improving the Company's operating efficiency; IV. to continue to accelerate management innovation and technological innovation, spare no effort to solve current management and technical problems affecting product quality, and make positive contributions to reshaping brand image and boosting customer confidence; V. to change the traditional thinking mode and work habits and methods and contribute the positive energy to the full implementation of all countermeasures in 2016 and the high-quality completion of the established business objectives throughout the year.

Xiong Chaoyang, the Vice Chairman of the Company, put forward specific requirements for the cost control work in 2016.

In the mobilization speech, Huang Gege, the Secretary of the Company's Party Committee, emphasized the following two aspects in light of the changes in the market: first, although faced with many problems and difficulties, it still needed to build confidence; second, confidence was not enough, and more efforts and changes were needed.。

Huang Gege said that the confidence came from our gratifying changes. Firstly, the product quality was improved, and the activity of ruling manufacturing discipline on site and improving manufacturing quality had also achieved initial results. In terms of sales, import and export companies adopted the strategy of "Stepping In and Stepping Out", made intensive layout of global market, and achieved the same total sales volume as last year, which was not easy in such a tough market environment. Moreover, there were a number of passionate and pioneering gold-medal business managers like Kuang Dan and Zhang Yu, who proposed new ideas and practices for the sales services. At the domestic distributor conference, all the customers were full of confidence in the development of Guizhou Tyre. Today, Guizhou Tyre had truly "pocket its pride, showed its sincerity and made the appropriate change". When talking about the efforts and changes needed, Huang Gege pointed out: in terms of how quality, cost and service supporting the sales, we must establish the working standards for various departments on the service market, and practically implement the concept of promoting sales with service market through service commitment, negative list, etc. Secondly, according to the market service standards of various departments, a performance evaluation system was established for each department, especially the leaders of various departments.


Huang Gege hoped that each branch, each functional department and each position could put forward some working standards and work commitments and set some key points for the sales improvement on the basis of own actual work to strive for practical implementation of the right to seek survival and further development rather than shouting slogans.


The conference stressed that in the face of the more severe situation in 2016, all employees should work hard together, spare no effort to solve the existing problems step by step, and dear to bear heavy work in the full implementation of various countermeasures. We would be able to survive in difficult circumstances and usher in a promising future. We would never give up and try the best to push the Company out the predicament and strive for survival and development with firm confidence, high fighting spirit, and unflinching will!
